Regulation of online casinos in Ireland

Ireland has no legislative body regulating the field  online casinos. There is a non-profit trade association The Gaming and Leisure Association of Ireland (referred to as GLAI, the Association). It was set up to coordinate Ireland's representatives in the EU. It consists of private gambling clubs and online casino operators.

Members of GLAI comply with the principles of the association as set out in the Code of Practice.

To become a member of GLAI, you must complete the application which is reviewed by the Executive Committee. Association members receive a GLAI certificate.

The Irish ruling parties are reviewing gambling legislation. There is a Gambling Control Bill 2018 which provides for the licensing of gambling and the creation of a Gambling Control Authority.

The main objectives of this law are:

  • the integrity of online gambling;
  • protecting vulnerable individuals, including children, from participating in online gaming;
  • eliminating the risks in which gambling may facilitate illegal activities (money laundering, terrorist financing);
  • protecting players' rights.

Officially the bill is not yet in force.

Irish legislation does not provide for licensing casinos. Operators are licensed in countries that allow them to open an online casino anywhere in the world.
